torso adjustment for very small characters

Hello,
something i noticed when trying to make a character as small as possible is that the limbs and head can go smaller than the torso.

When reducing everything to the minimum (root scale, limb length, head scale and head height/with, the torso stays larger than the limbs and head, making it look like the character is wearing a costume.

I dont know if there are technical limitation why the torso cant be this small, but it would be useful for example sizeplay to make characters as small as possible while keeping the proportions correct

Isnt that for importing characters modeled in separate programs?
I would rather avoid learning or subscribing to a whole separate modeling Program just to make smaller versions of characters.
